There are no great deals in Italy on car rental. If you find one that's less then another quote it may be because it doesn't include something.

There is a car rental place where we have an agreement near the rail station at Terontola-Cortona. This is between fifteen and forty minutes from most of the places we rent. Its about fifty minutes to I Bassi where you will be better renting from the airport or from Avis at the rail station at Arezzo if coming from north or Pisa.
The office is about 100 metres from the station. They speak good English and they are very easy to deal with. It is necessary to book to be sure of a car available.
NB. When renting from a local firm you need to return the car to their office so make sure you can get to the airport in time from the station. (The Italian trains are at www.trenitalia.it) They will do airport pick up and return by mini-bus though this is more expensive than the train.
